Plugins or mods?
The single most common thing new server owners get wrong. Plugins are server-side and your friends join with a normal client; mods change the game and everyone has to install them.
Paper

Sized by memory, not by seat count
Minecraft servers are bottlenecked by single-thread performance and memory, never by how many people are logged in. That is why the plans on this page are measured in gigabytes and every one of them has unlimited slots.
The practical consequence is that the question you need answered is not "how many players" but "how much memory does my setup want" - and that depends far more on your modpack than on your community. A twenty-player Paper server is comfortable where a four-player All the Mods 10 server is not.

Vanilla or Paper with twenty players is comfortable on 4 GB. A mid-size modpack wants 6 to 8 GB, and kitchen-sink packs like All the Mods 10 want 10 to 12 GB. The builder at the top of this page does the arithmetic for you and shows the working. You can change plan at any time without losing your world.
Because player count is not what a Minecraft server runs out of. Memory is. A twenty-player vanilla world and a twenty-player modded world cost us wildly different amounts to run, and the difference is the modpack, not the people. Every plan here is unlimited slots.

Upload the server pack as a zip through the file manager and we extract and configure it, or paste a CurseForge or Modrinth pack URL and the panel does it for you. Both routes end up with the same thing: a normal server directory you have full SFTP access to.
Yes, from the panel, and it keeps your world. Take a backup first if you are going backwards - world formats upgrade cleanly but do not always downgrade cleanly, and that is a Mojang constraint rather than ours.
Upload the world folder over SFTP, or send us a link to a zip and we will do it. If you are coming from another host we will also translate the server.properties and plugin configs rather than leaving you to redo them.
Paper runs plugins - server-side only, players join with a vanilla client. Forge runs mods, which change the game itself, and every player needs the same mods installed. If you want your friends to join without installing anything, you want Paper.
A subdomain like yourname.survivalhosting.com is included and hides the port entirely. A dedicated IP with the default 25565 port is available if you want the address to be just a hostname with nothing after it.
